MOROCCO TOWN COUNCIL

October 1, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Scott Hivley, Duke Gagnon and Treasurer Sherri Rainford, Dustin Gary and new Town Employee Brian Vanderwall was also in attendance.

 

Turning Change into Opportunity

  • Bob has been meeting with Jackie Spooner. She is doing a documentary on the similarity and differences between Morocco country and our Town of Morocco. She has interviewed several Morocco residents. This winter we are hoping to all get together and have a Moroccan feast.
  • Jim Hough was hired to remove two houses in town. He is almost done. It is filled and grated. He will grate it and seed it. Brian will get the seed that is needed. All foundation is removed. Sherri will pay Jim when completed.
  • Paving is going well. They should have one more day to be completed. A new grant opens in January 2020.
  • Follow up to Water Tower Grant. We did not get the grant for the second time. We are not going to reapply because we are going to apply for the blight grant. This grant is for purchasing a blighted property, tearing it down, and then reseeding it. It has to be kept in that condition for five years. Things there are lots of things that have to be done. The local match is 10%. There are three properties in town that we want to go after. Becky is going to take the lead for the town on this. Shaun Wynn spoke on the Old Hotel. He has purchased the house next door. Shaun said that he has killed rodents, and it is just an eye sore. He would town to take action on the property as soon as possible.
  • Dan and Bill Blaney attended the meeting. They have been working with Becky on donating the Lion’s Club to the Town. Becky and Dan will talk more.
  • Crystal Galvan attended the meeting. She does not want to renew her lease. She would like to move out on November 1, 2019. She has purchased another building on State St.
  • Clerk Treasurer’s Report
  • Bob made a motion to approve the September claims and Duke seconded. Motion passed 3-0.
  • Bob made a motion to approve the September 3, 2019 minutes. Scott seconded. Motion passed 3-0.
  • Sherri asked for the 2020 Conservancy and Town Budget adoption. Duke makes a motion to adopt the Budgets and Scott seconded. Motion passed 3-0.
  • Trick or Treat hours will be on Thursday, October 31 for 5-7p.m.

Town Attorney: (Becky Goddard)

We are going to have to adopt a Conflict Waiver. Scott made a motion to adopt the waiver and Duke seconded. Motion passed 3-0.

Bob asked how we go about selling some empty town lots. We want to sell these as the Morocco Economic Development Board. We will give Becky the list to be transferred and she will get back to the board.

Becky sent a letter to 705 E. State St. The property needs mowed and brought up to code.

Street Superintendent Report

  • Paving going as expected

New Business:

Donation request: The River Church. They are having a Fall Fest on October 19, 2019. They are asking for a $500 donation. Duke made a motion to donate and Scott seconded. Motion passed 3-0.

We will be setting a special meeting for Economic Development on Tuesday, October 8 at 7:00p.m.

Scott Deneau has an Elm tree in his front yard that he would like taken down. Bob said if we can get more money in the tree budget his tree will be one that is looked at.

MOROCCO TOWN COUNCIL

September 3, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Scott Hivley, Duke Gagnon and Treasurer Sherri Rainford, Dustin Gary and new Town Employee Brian Vanderwall.

 

Turning Change into Opportunity

  • Bob opened the meeting with a Public Hearing at 7:00p.m on the 2020 Budget. There was no public comment. The public hearing was closed at 7:05p.m. The Conservancy Budget is being advertised at $72,500 and the Town Budget is being advertised for $509,488. We will adopt on October 1, 2019.
  • Aaron gave his report. This report is being made a part of these minutes.
  • The Town did not get the Water Tower Grant. Bob will meet with Gerry White and KIRPC on September 19.

 

Clerk Treasurer’s Report

  • Scott made a motion to approve the August claims and Duke seconded. Motion passed 3-0.
  • Duke made a motion to approve the August 6, 2019 minutes. Scott seconded. Motion passed 3-0.

Town Attorney: (Becky Goddard)

The former Molden property is now the Town’s.

Becky left a message for Mike Rieck. He has not gotten back to Becky.

The Bilbrey building at 206 E. State St. is taking a little longer. The judge has asked Becky to do a few extra steps. The property won’t be ready by October 1, 2019. Dustin is serving her papers. She attended the meeting and Becky gave her copies of everything. She is taking them to her attorney to loo over

The Kennedy property is still moving forward.

Bob asked Becky to look into the property on the south side of State and move forward with a lawsuit.

New Business:

Dan and Bill Blaney came in to talk about the Lion’s Club. Dan said the Lions Club would be interested in deeding that building over to the Town. The board will table that for now and get back to Dan.

Bob made a motion not to pay any trees or 50/50 sidewalks bills unless the resident comes and gives the Town a written estimate first. Duke seconded. Motion passed 3-0.

The Board welcomed Brian Vanderwall. He is starting tomorrow. He is our new Street Superintendent.

MOROCCO TOWN COUNCIL

July 2, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Scott Hivley, Duke Gagnon and Treasurer Sherri Rainford and Town Employee Dustin Gary.

Turning Change into Opportunity

  • Community Crossroads Grant- We had the bid opening on Friday, June 28 at 1:00p.m. We had 4 bidders that were all compliant. Walsh and Kelly was the lowest responsive bidder. Bob made a motion to accept the Notice of Award to Walsh and Kelly. Duke seconded. Motion passed 3-0. We will have a preconstruction with Walsh and Kelly meeting after we have a Notice to Proceed.
  • Barney and JoAlice Belt attended the meeting about putting a light on their street. We contacted Nipsco and the cost for this new light and pole is around $3800. Bob made a motion to do the light project on Beaver St. Duke seconded. Motion passed 3-0.
  • Mike Swiader from the Amateur Radio Association attended the meeting. He presented the Board with a packet of what they do. They are going to be going to the Jasper/Newton Foundation to see about getting a grant for a building. They would like to keep the building in Morocco. They are asking if the Town would donate some of the land behind the Lion’s Club. They need a couple of acres for their building. This building would be for classes and HAM Radio testing. Becky asked the Board to let her do some research and come back with some options next month. Duke will take the lead on this property.
  • Jim Hough brought a proposal to demolish the Kennedy and Molden properties. The total to take down Kennedy is $6,000. The total to take down the Molden property is $9700. There will be an additional cost of $2000 for dirt and sand. Bob made a motion to table the demolishing bids. Duke seconded. Motion passed 3-0.
  • Nick McCann attended the meeting. He was asked by the Board to come back to the July meeting with a plan to clean up his property. He has done some work on his porch. After the scrap is removed he will be ready for a dumpster. The Board asked him to come to the August meeting with another report.
  • Tree Removal- a list is being made a part of these minutes.
  • We have a quote for Paul Craft for repair at the park.
  • Blight Program- We will be moving forward soon.
  • Brush Pile behind the Lions Club is getting huge. We need to come up with a plan for when people put there brush they put it where it needs to go. Scott thinks that putting signs up is a good idea.
  • MCO Report-We need to repair a pump at lift station 3. FJF quoted us a price of $1000-$1500. Scott made a motion to repair the pump and Duke seconded. Motion passed 3-0.
  • OCRA Water Tower Grant- We has a public hearing on June 26. Everything is ready to be submitted.
  • The Board met with Mr. Jack Constenaro. He is looking at purchasing the old JB Equipment building on Polk St.

  • Scott made a motion to approve the June claims and Bob seconded. Motion passed 3-0.
  • Duke made a motion to approve the June 4, 2019 minutes. Scott seconded. Motion passed 2-0.

Mike Chaolos owns property on Main St. Becky had previously sent him a letter to clean up his lot. He said he would have it cleaned up tomorrow.

Mashino property on State St. is getting cleaned up.

NN Retirement Homes- Bob made a motion to table the donation. Duke seconded. Motion passed 3-0.

Carlson Golf Outing- Bob made a motion to donate $300. Duke seconded. Motion passed 3-0.

New Business:

Mike Rieck house we will file a lawsuit. It is a mess and nothing has been done with clean up.

August 6, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Scott Hivley, Duke Gagnon and Treasurer Sherri Rainford and Town Employee Casey Ehlinger.

Turning Change into Opportunity

  • Community Crossroads Grant- We will have a preconstruction meeting with Walsh & Kelly next Wednesday, August 14.
  • Nipsco project will be completed within the next 10 days.
  • Bob placed signs saying “Adopt this spot. We are hoping that groups or individuals adopt spots around town to maintain. We have had two people contact the Town Hall already.
  • Scott made a motion for FJF Services to do required maintence for the cost of $1200. Duke seconded. Motion passed 3-0.
  • Aaron presented a report to the Board.
  • Casey will resign effective August 30, 2019. Scott made a motion to accept his resignation and Duke seconded. Motion passed 3-0.

  • Duke made a motion to approve the July claims and Scott seconded. Motion passed 3-0.
  • Duke made a motion to approve the July 5, 2019 minutes. Scott seconded. Motion passed 3-0.

 

Street Department – Casey

  • Lots of clean up from the storm.

  • Thursday we are drying out the beds at the sewer plant.

Chalos house is cleaned up.

We will release the lien on Molden house and pay the tax payment. Becky will contact the Treasurer’s office and have them send me a bill.

Scott will contact Mike Rieck and find out about his intentions with cleaning up his property.

NN Athletic Department is asking for a donation. Duke made a motion to donate $500. Scott seconded. Motion passed 2-1.

The Newton County Sheriff’s Office is asking for a donation for a K9 dog and training.  No Board action was taken.

MOROCCO TOWN COUNCIL

June 4, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Scott Hivley, and Treasurer Sherri Rainford. Town employees, Casey Ehlinger, and Dustin Gary were also in attendance.

Turning Change into Opportunity

  • Community Crossroads Grant- Open bid on June 28. Award on July 2nd. We will start to have bids coming in.
  • The Wastewater Grant – The Board has decided to add $5000 to the local match and take some of the soft cost items off the grant. They feel that this will get us more points on the application and improve our chances of getting the grant. We also have a Public Hearing on Wednesday, June 26 at 5:00p.m.
  • Well Head Protection- Aaron will have a meeting on Wednesday, June 5 at 5:00p.m. at the Town Hall.
  • The Board advised Sherri to send an invoice to Dennis McElfresh for using the Town’s stone while doing a project for us.

  • Scott made a motion to approve the May claims and Bob seconded. Motion passed 2-0.
  • Scott made a motion to approve the May 15, 2019 minutes. Bob seconded. Motion passed 2-0.
  • Scott had some questions on a few claims. Sherri pulled the claims and Scott signed off on them.

 

Street Department – Casey

  • Storm Clean up
  • Trying to catch up on mowing.
  • Casey asked the Board if we could use another Work One employee to help with mowing. The Board agreed to have JJ Eiler work for us through Work Force Development. Casey will contact them tomorrow.
  • Casey will be taking vacation June 26-July 3.

The Board gave Sherri permission to transfer money from MVH to the General fund if needed until we get our June draw.
