MOROCCO TOWN COUNCIL

December 4, 2018

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Rick McCann, Duke Gagnon and Utility Clerk Melissa Pass. Town employees, Casey Ehlinger, Allen Banister, and Dustin Gary were also in attendance.

Turning Change into Opportunity

  • MCO report- Being made a part of these minutes.
    • Rick makes a motion to up the bid approval from $10,000 to $12,000 for the new high speed service pump. Duke seconded. Motion passes 3-0. Rick will follow up with details to make sure pump is taken care of.
    • Rick makes a motion to order parts from Evapar for sewer plant. When yearly maintence is due they will fix then.
    • Bob stated: MCO has been extremely helpful and the town is extremely grateful for all that they go above and beyond for the good of the town.
  • Had meeting with Gerry White and Edwin on OCRA Waste Water application. The application looks like we are going to score very well.
  • Community Crossroads grant was denied. Hoping for the second round to get picked.
  • Duke made motion to pay duct work on orchard lane.
    • Rick seconded, motion passes 3-0
  • Sarah Snell wanted to thank the guys for all the help with picking up her trees when Morocco had that bad wind storm.
  • Town of Morocco election procedure to be tabled to next meeting due to no attorney at meeting.
  • Golf cart ordinance to be tabled until next meeting due to no attorney at meeting.

  • Bob made a motion to approve the November claims. Rick seconded. Motion passed 3-0.
  • Rick made a motion to approve the minutes from the November meeting. Duke seconded. Motion passed 3-0.
  • Bob made motion to approve salary ordinance. Rick seconded. Motion passes 3-0.
  • Duke made a motion to give all employees a $200 bonus. Bob seconded. Motion passed 2-0.

 

Street Department – Casey

MOROCCO TOWN COUNCIL

November 5, 2018

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Rick McCann, Duke Gagnon and Clerk Treasurer Sherri Rainford. Town employees, Casey Ehlinger, Melissa Pass, and Dustin Gary were also in attendance. Also in coming Town Board Member Scott Hivley was in attendance.

Turning Change into Opportunity

  • MCO report- Being made a part of these minutes.
  • The adoption Public Hearing on the OCRA Water Wastewater Grant Project started at 7:05p.m. Shaun Cain led the Public Hearing. She explained the project to the Public.  There was no public comment. Rick made a motion to close the hearing at 7:06p.m. Duke seconded. Motion passed 3-0.
  • Bob attended the KIRPC meeting. There is a grant called a Blight Grant. This is where the Town can get funds to purchase a building in bad shape, tear it down and clean it up. There is a 10% match.
  • MCO contract for 2019. Rick made a motion to accept the contract and Duke seconded. 2-1.
  • The Jasper Newton County Foundation awarded the match for the NCCS building.
  • Duke wants to add the Rieck house to the list of houses that needed brought up to code.
  • Barney and Jo Alice Belt want a street light on Beaver St. The cost is $3800. We are tabling it until next week.

Street Department – Casey

  • Casey thanks the guys for all the fast response on the tree clean up due to the wind storm.
  • We found a tree.
  • Working on lights this week.
  • Plow on pick up is being worked on.
  • Goddard’s tree on West St. They think it is dead. Bob said that West St. is not a Town Street. Rick told them that they can get proposal and come to the meeting and we can come to a compromise.

 

 

Town Marshal- Report to be submitted.

  • Halloween was a success. Weather was great.
  • Neighbor dispute on Beaver. She has filed for a restraining order.

 

Town Attorney: (Becky Goddard)

  • Jennifer Molden lawsuit has been filed. She has been served. She has 20 days to respond.
  • Tax properties are being worked on.

 

  • Last month we tabled the golf cart ordinance. We will table the Ordinance again for the December meeting.

 

 

 

Planning Commission (David Hoaks)

Bob Steele contacted David about siding his garage and boxing in his car port in. The car port is not up to pitch code. David refused to give him a permit because of the pitch of the roof. Rick would like him to bring the south side of the garage up to code. Leave the north side alone.

David is starting to fine people for having chickens.

MOROCCO TOWN COUNCIL

May 1, 2018

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Bob Gonczy, Rick McCann, Duke Gagnon and Clerk Treasurer Sherri Rainford. The Board would like to congratulate Dustin on the birth of his son, Cash.

Turning Change into Opportunity

  • Town Wide Clean up- Dumpsters are ordered. We will have a dumpster just for scrap.
  • MCO Report- A copy of the report is being made a part of these minutes.
  • Beaverfest Memorial Day weekend! Bob will get with Greg from the paper to get details to the paper.
  • We cut down the trees as discussed in last month’s meeting.
  • Rick made a motion to purchase a low pressure switch for $1400. Duke seconded. Motion passed 3-0.
  • Water Tower- We hired Dixson Engineering to look at the water tower. Are we going to do this in phases? What do we need to get it up to speed? He has given Randy a proposal. Randy will meet with him and come back to the Board.

  • Rick made a motion to approve the April claims. Duke seconded. Motion passed 3-0.
  • Rick made a motion to approve the minutes from the April meeting. Duke seconded. Motion passed 3-0.

Street Department.-

  • Flushing hydrants are competed.
  • Cut Away/ widened Curb @ NN Retirement home on Clay St.
  • Cleared trash/debris from roadway leading into town.
  • A 4x8 trailer for watering flowers.
  • Purchased round up.
  • Sand volleyball pit is tilled.
  • Flower pots are ready to go.
  • Mowing has started.
  • Prepping for Town Wide Cleanup Day.
  • A leak was discovered at Dave Gagnon’s property. It is on the Town side.
  • Waiting to burn behind the Lions Club.
  • Casey is now a category 8 mosquito sprayer.

Riley property update- The Board will take the property not pay for it. Her attorney will talk to her. Becky will send a letter to her attorney with the nuisance ordinance and invite her to a meeting.

  • Congrats to Sherri Rainford for Influential Women award in Government.

  • Employee Handbook is complete.

Clerk Treasurer: (Sherri Rainford)

  • Rick made a motion to approve the September claims. Bob seconded. Motion passed 2-0.
  • Rick made a motion to approve the minutes from the September meeting. Bob seconded. Motion passed 2-0.
  • Rick made a motion to adopt the 2019 Conservancy and Town Budget. Bob seconded. Motion passed 2-0.
  • Sherri told the Board that her and Duke will be getting a toy list together for the tree lighting. We also need new bulbs for the tree. Casey will take an inventory on the lights.

 

Street Department. - Casey

  • Finished water meter lids.
  • Finished exercising valves.
  • Water sealed 206 E. State and 208 E. State St.
  • Graveling alleys.

Town Attorney: (Becky Goddard)

  • Jennifer Molden who owns the house on 201 E. Beaver St. has not complied with the letter to get the property up to code. Bob made a motion to move forward with the complaint. Rick seconded. Motion passed 2-0.
  • Resolution for Title 6 -Becky has prepared a resolution for the Title 6. This ordinance is 2018-10-1. Rick made a motion to adopt the Resolution. Bob seconded. Motion passed 2-0.
  • We have an issue with 206 E. State St. Becky will get with the Title Company and do a title search and will probably have to do a quiet title action. Rick made a motion for Becky to proceed and Bob seconded. Motion passed 2-0.
  • Golf Cart Ordinance- Becky presented a proposed Golf Cart Ordinance. The Board agreed to table the Ordinance until next month.
  • Becky has prepared a quit claim deed for 208 E. State St. This will take the property out of the Town’s name and into the Morocco Economic Development.
  • Becky gave an update on the four tax sale properties. Some are moving along faster than others. Becky is still pursing these properties for the Town.

 

 

 

Planning Commission (David Hoaks)

  • We have a person on Walnut St. that put a 6 foot fence without a permit. The fencing does not meet our requirements. David has tried several times to make contact.
  • There are several people that have been doing work without a permit. David will be fining these people for not getting a permit.

New Business:

David Hoaks has a lien on the Moore property that he purchased on a tax sale. He would like the property lien of $349.25 waived. Bob made a motion to waive the lien and Rick seconded. Motion passed 2-0.

Mrs. Cripe, Principal of Morocco Elementary asked if the Town could put the volleyball net on the school playground. The school has purchased the net and supplies. Dustin and Bob will help with this.

April 3, 2018

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Bob Gonczy, Rick McCann, Duke Gagnon and Clerk Treasurer Sherri Rainford. Town Marshal Dustin Gary was also in attendance and Casey Ehlinger.

Turning Change into Opportunity

  • Easter Egg Hunt- Park looked really good. Dustin started it.
  • Beaver Fest- Next meeting is April 9.
  • Town Wide Clean up- Dumpsters are ordered. We will have a dumpster just for scrap.
  • Trees, Sidewalks and Roads- Bob have 3 trees on his radar. Gary Wiseman will give quotes. Bob and Sherri and applying for a grant. Our idea is to do a fountain at Betty Kessler Park and have Dennis cement it.

  • Rick made a motion to approve the March claims. Duke seconded. Motion passed 3-0.

Street Deptartment.-

  • Working on landscaping at Recher Park.
  • Cleaning the beds at the Sewer Plant.

Town Marshal

Town Attorney: (Becky Goddard)

Fireworks Company is looking for tax abatement. They will be coming to Economic Development on May 1. Becky suggested they give the Board a proposal ahead of time.

Rick is meeting with the Head of the County Highway. The County wants to give us Michigan Ave.

Properties from the Commissioners- Paperwork at the court will be available after August 6, 2018.

Becky received a letter from Sandra Riley’s attorney. Becky will draft a letter saying the Town is interested in acquiring the building.

Donation:

Rick made a motion to give Morocco Baseball League a donation of $500. Duke seconded. Motion passed 3-0

Karen Williams asked for $500 for the First United Methodist Bible School. Rick made a motion and Duke seconded. Motion passed 3-0.
