MOROCCO TOWN COUNCIL

March 5, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Scott Hivley, Duke Gagnon and Treasurer Sherri Rainford. Town employees, Casey Ehlinger, and Dustin Gary were also in attendance.

Turning Change into Opportunity

  • Community Crossroads Grant- Bob contacted Matt Kieser about the grant. The Board recommends that the $106,000 come from the MVH restricted fund. This would include the June draw.
  • The Wastewater Grant income survey would cost $3950 if we hire someone to do it. Duke made a motion to pay for the survey and Scott seconded. Motion passed 3-0. The Board feels like if we pay to do it, it will be better if we pay to have it done.
  • Blighted Properties- There is a 10% local match. The board has three properties in mind. They are the old laundry mat, the hotel, and Feed Store. This includes purchases, knock down and clean up.
  • US Rubber tax abatement- Based off what they have asked of us we will dictate to them.
  • We have acquired the following properties: Mortenson, Menn, and Montemayer . Still working on Kennedy.
  • Betty Kessler Fence- We have $2180.56 in the fund. We will replace the fence in Betty Kessler Park.
  • The cost of the NIPSCO light project was $20,300. This was for ten new poles with LED lights on State St. One pole on Beaver St. and one LED light on Beaver St. At this time we will put this project on hold.
  • Town Hall Project- The Board feels like this is something that needs tabled.
  • MCO’s report is being made a part of these minutes.

 

 

Clerk Treasurer’s Report

  • Duke made a motion to approve the February claims and Scott seconded. Motion passed 3-0.
  • Duke made a motion to approve the February minutes. Scott second. Motion passed 3-0.

 

Street Department – Casey

  • Dylan Boots is working with us. He is helping paint at the Town Hall, along with other miscellaneous jobs.
  • New tires on the truck.
  • Casey will bring prices for a salt spreader next month.

Town Marshal- Report to be submitted

  • Report submitted

Town Attorney: (Becky Goddard)

  • We have acquired the following properties: Mortenson, Menn, and Montemayer . Still working on Kennedy.
  • We have appraised the lots up town and the Estes house. If we decide to sell them we need to get another appraisal.
  • Becky went to court on the Molden property. Duke made a motion that we do title work on Molden and Rieck. Scott seconded. Motion passed 3-0.
  • The US Rubber Abatement- Becky has looked over the abatement. She thinks the Board would like to make some changes. Becky thinks someone should contact the assessor’s office and find out exactly what the dollar amount will mean on this abatement.

 

 

 

Donation Requests:

Projects Unlimited is asking for a donation for the Easter Egg Hunt. Duke made a motion to give $500. Scott seconded. Motion passed 3-0.

MOROCCO TOWN COUNCIL

January 8, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Scott Hivley, Duke Gagnon and Treasurer Sherri Rainford. Town employees, Casey Ehlinger, and Dustin Gary were also in attendance.

Turning Change into Opportunity

  • Jim and Karen Hough came to the meeting and Sherri read a letter that they had written. Their rental property was broken in to on December 5. Office Dustin Gary retrieved their property. They were very appreciative. The Board thanked Dustin for his hard work. The letter is being mad a part of these minutes. John would like to set up an Economic Development meeting. He also needs a letter of support for the State of Indiana. Duke asked about the smell and the noise. John said that will not be a factor.
  • John K came to the meeting and introduced himself to the Board. He has taken over operations at the US Rubber Company. He is hoping to be fully running by March. He is hoping to employ 20 people. John would like to set up a Morocco Economic Development meeting. He also needs a letter of support for the State of Indiana. Duke asked about the smell and the noise. John said that will not be a factor. The date of the meeting will be on Tuesday at 5:00 at the Government Center.
  • Tim Myers for the Newton County Economic Development attended the meeting. He wanted to talk to the Board about the Historical Roadside Marker that we help purchased. The State of Indiana wants to give our community some advertising on the dedication of the marker. The marker will be placed at the Scott Lucas House. Tim would like to plan something and have a reception at the Scott Lucas House.
  • MCO report- Being made a part of these minutes.
  • Employee Handbook- Duke made a motion to accept the Handbook as submitted. Scott seconded. The Board will meet with the employees and go over the handbook.
  • Community Crossroads Grant- Will be resubmitted this week. We need to encumber the 2018 paving money.
  • The OCRA grant will be decided next Thursday, January 17.
  • KIRPC Board Appointment- Table until next meeting.

Street Department – Casey

  • True green submitted a proposal. Duke is going to get a second bid.
  • We are doing new tiles for the Town Hall ceiling.
  • Finished the picnic tables for Recher Park.
  • Remodeled the shop bathroom.
  • Christmas lights and tree are down. We need larger ornaments.
  • Three quotes for tires for the pick-up truck. The Board approved up to $1200 for new truck tires.

  • Resoltion that Sherri can pay bills.

  • Golf Cart Ordinance that was tabled in November. What have we decided? Bob tabled it and we will revisit when we do the employee handbook.
  • We will be moving forward on a default judgment on the Molden House.
  • Tax Certificate Properties- They are moving along. The Kennedy property has some issued with the title work.

  • Morocco Preschool would like a donation for their spaghetti supper. Duke made a motion to donate $500. Scott seconded. Motion passed 3-0.

MOROCCO TOWN COUNCIL

November 5, 2018

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Rick McCann, Duke Gagnon and Clerk Treasurer Sherri Rainford. Town employees, Casey Ehlinger, Melissa Pass, and Dustin Gary were also in attendance. Also in coming Town Board Member Scott Hivley was in attendance.

Turning Change into Opportunity

  • MCO report- Being made a part of these minutes.
  • The adoption Public Hearing on the OCRA Water Wastewater Grant Project started at 7:05p.m. Shaun Cain led the Public Hearing. She explained the project to the Public.  There was no public comment. Rick made a motion to close the hearing at 7:06p.m. Duke seconded. Motion passed 3-0.
  • Bob attended the KIRPC meeting. There is a grant called a Blight Grant. This is where the Town can get funds to purchase a building in bad shape, tear it down and clean it up. There is a 10% match.
  • MCO contract for 2019. Rick made a motion to accept the contract and Duke seconded. 2-1.
  • The Jasper Newton County Foundation awarded the match for the NCCS building.
  • Duke wants to add the Rieck house to the list of houses that needed brought up to code.
  • Barney and Jo Alice Belt want a street light on Beaver St. The cost is $3800. We are tabling it until next week.

Street Department – Casey

  • Casey thanks the guys for all the fast response on the tree clean up due to the wind storm.
  • We found a tree.
  • Working on lights this week.
  • Plow on pick up is being worked on.
  • Goddard’s tree on West St. They think it is dead. Bob said that West St. is not a Town Street. Rick told them that they can get proposal and come to the meeting and we can come to a compromise.

  • Halloween was a success. Weather was great.
  • Neighbor dispute on Beaver. She has filed for a restraining order.

  • Jennifer Molden lawsuit has been filed. She has been served. She has 20 days to respond.
  • Tax properties are being worked on.

 

  • Last month we tabled the golf cart ordinance. We will table the Ordinance again for the December meeting.

 

 

 

Planning Commission (David Hoaks)

Bob Steele contacted David about siding his garage and boxing in his car port in. The car port is not up to pitch code. David refused to give him a permit because of the pitch of the roof. Rick would like him to bring the south side of the garage up to code. Leave the north side alone.

David is starting to fine people for having chickens.

December 4, 2018

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Rick McCann, Duke Gagnon and Utility Clerk Melissa Pass. Town employees, Casey Ehlinger, Allen Banister, and Dustin Gary were also in attendance.

Turning Change into Opportunity

  • MCO report- Being made a part of these minutes.
    • Rick makes a motion to up the bid approval from $10,000 to $12,000 for the new high speed service pump. Duke seconded. Motion passes 3-0. Rick will follow up with details to make sure pump is taken care of.
    • Rick makes a motion to order parts from Evapar for sewer plant. When yearly maintence is due they will fix then.
    • Bob stated: MCO has been extremely helpful and the town is extremely grateful for all that they go above and beyond for the good of the town.
  • Had meeting with Gerry White and Edwin on OCRA Waste Water application. The application looks like we are going to score very well.
  • Community Crossroads grant was denied. Hoping for the second round to get picked.
  • Duke made motion to pay duct work on orchard lane.
    • Rick seconded, motion passes 3-0
  • Sarah Snell wanted to thank the guys for all the help with picking up her trees when Morocco had that bad wind storm.
  • Town of Morocco election procedure to be tabled to next meeting due to no attorney at meeting.

  • Sherri told the Board that her and Duke will be getting a toy list together for the tree lighting. We also need new bulbs for the tree. Casey will take an inventory on the lights.

 

Street Department. - Casey

  • Finished water meter lids.
  • Finished exercising valves.
  • Water sealed 206 E. State and 208 E. State St.
  • Graveling alleys.

Town Attorney: (Becky Goddard)

  • Jennifer Molden who owns the house on 201 E. Beaver St. has not complied with the letter to get the property up to code. Bob made a motion to move forward with the complaint. Rick seconded. Motion passed 2-0.
  • Resolution for Title 6 -Becky has prepared a resolution for the Title 6. This ordinance is 2018-10-1. Rick made a motion to adopt the Resolution. Bob seconded. Motion passed 2-0.
  • We have an issue with 206 E. State St. Becky will get with the Title Company and do a title search and will probably have to do a quiet title action. Rick made a motion for Becky to proceed and Bob seconded. Motion passed 2-0.
  • Golf Cart Ordinance- Becky presented a proposed Golf Cart Ordinance. The Board agreed to table the Ordinance until next month.
  • Becky has prepared a quit claim deed for 208 E. State St. This will take the property out of the Town’s name and into the Morocco Economic Development.
  • Becky gave an update on the four tax sale properties. Some are moving along faster than others. Becky is still pursing these properties for the Town.

 

 

 

Planning Commission (David Hoaks)

  • We have a person on Walnut St. that put a 6 foot fence without a permit. The fencing does not meet our requirements. David has tried several times to make contact.
  • There are several people that have been doing work without a permit. David will be fining these people for not getting a permit.

New Business:

David Hoaks has a lien on the Moore property that he purchased on a tax sale. He would like the property lien of $349.25 waived. Bob made a motion to waive the lien and Rick seconded. Motion passed 2-0.

Mrs. Cripe, Principal of Morocco Elementary asked if the Town could put the volleyball net on the school playground. The school has purchased the net and supplies. Dustin and Bob will help with this.
