MOROCCO TOWN COUNCIL

June 4, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Scott Hivley, and Treasurer Sherri Rainford. Town employees, Casey Ehlinger, and Dustin Gary were also in attendance.

Turning Change into Opportunity

  • Community Crossroads Grant- Open bid on June 28. Award on July 2nd. We will start to have bids coming in.
  • The Wastewater Grant – The Board has decided to add $5000 to the local match and take some of the soft cost items off the grant. They feel that this will get us more points on the application and improve our chances of getting the grant. We also have a Public Hearing on Wednesday, June 26 at 5:00p.m.
  • Well Head Protection- Aaron will have a meeting on Wednesday, June 5 at 5:00p.m. at the Town Hall.
  • The Board advised Sherri to send an invoice to Dennis McElfresh for using the Town’s stone while doing a project for us.

 

 

Clerk Treasurer’s Report

  • Scott made a motion to approve the May claims and Bob seconded. Motion passed 2-0.
  • Scott made a motion to approve the May 15, 2019 minutes. Bob seconded. Motion passed 2-0.
  • Scott had some questions on a few claims. Sherri pulled the claims and Scott signed off on them.

 

Street Department – Casey

  • Storm Clean up
  • Trying to catch up on mowing.
  • Casey asked the Board if we could use another Work One employee to help with mowing. The Board agreed to have JJ Eiler work for us through Work Force Development. Casey will contact them tomorrow.
  • Casey will be taking vacation June 26-July 3.

Town Marshal- Report to be submitted

  • Report submitted
  • Issues with a trailer on Beaver St. We will contact Becky about getting a letter sent out to clean the property up.

Donation Requests:

Scott made a motion to give $500 for 4H Sport Fishing.  Bob seconded. Motion carried 2-0.

The Board gave Sherri permission to transfer money from MVH to the General fund if needed until we get our June draw.

May 15, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Scott Hivley, Duke Gagnon and Treasurer Sherri Rainford. Town employees, Casey Ehlinger, and Dustin Gary were also in attendance.

Turning Change into Opportunity

  • Community Crossroads Grant- They asked Bob if we had a place to put the grindings. We also need to remove the sidewalk on the corner of Walker and State.
  • The Wastewater Grant site visit is this Monday, May 20 at 3:30p.m.
  • MCO’s report is being made a part of these minutes.
  • Scott was so happy with the way things went for Harriet’s dedication this past Saturday.
  • Duke made a motion to enter into an agreement with Evapar for a yearly service agreement. Scott seconded. Motion passed 3-0.

  • Duke made a motion to approve the April claims and Scott seconded. Motion passed 3-0.
  • Duke made a motion to approve the April 2, 2019 minutes. Scott second. Motion passed 3-0.
  • Scott made a motion to approve the April 8, 2019 Special meeting minutes. Duke seconded. Motion passed 3-0.

 

Street Department – Casey

  • Town Wide Cleanup Day went well. Casey is asking for set hours for Cleanup Day. Casey thinks that we need to have six dumpsters next year.

Town Attorney: (Becky Goddard)

 Becky got a court order on May 10, 2019 for the Kennedy Property. We should own it soon.  We are just waiting on the auditor to send the deed.

 

Donation Requests:

Karen Williams from UMC Church of Morocco is asking for a donation for Vacation Bible School is doing a Community Bible School. They are asking for a donation to help fund Bible School. Scott made a motion to approve the donation for $1000 and Duke seconded. Motion passed 3-0.

The Newton County Leadership Class is asking for a donation for a scholarship. Duke made a motion to donate and Scott seconded. Motion passed 3-0.

The Newton County Queen Committee is asking for a donation for the 100th Anniversary of the Fair. Scott made a motion to donate $250 and Duke seconded. Motion passed 3-0.

New Business:

Nick McCann attended the meeting asking for an extension on his letter to clean up his property on Walnut St. The Board told Nick that he has to come to the July 2nd meeting and report to the Board what his progress is.

MOROCCO TOWN COUNCIL

March 5, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Scott Hivley, Duke Gagnon and Treasurer Sherri Rainford. Town employees, Casey Ehlinger, and Dustin Gary were also in attendance.

Turning Change into Opportunity

  • Community Crossroads Grant- Bob contacted Matt Kieser about the grant. The Board recommends that the $106,000 come from the MVH restricted fund. This would include the June draw.
  • The Wastewater Grant income survey would cost $3950 if we hire someone to do it. Duke made a motion to pay for the survey and Scott seconded. Motion passed 3-0. The Board feels like if we pay to do it, it will be better if we pay to have it done.
  • Blighted Properties- There is a 10% local match. The board has three properties in mind. They are the old laundry mat, the hotel, and Feed Store. This includes purchases, knock down and clean up.
  • US Rubber tax abatement- Based off what they have asked of us we will dictate to them.
  • We have acquired the following properties: Mortenson, Menn, and Montemayer . Still working on Kennedy.
  • Betty Kessler Fence- We have $2180.56 in the fund. We will replace the fence in Betty Kessler Park.
  • The cost of the NIPSCO light project was $20,300. This was for ten new poles with LED lights on State St. One pole on Beaver St. and one LED light on Beaver St. At this time we will put this project on hold.
  • Town Hall Project- The Board feels like this is something that needs tabled.
  • MCO’s report is being made a part of these minutes.

Street Department – Casey

  • Dylan Boots is working with us. He is helping paint at the Town Hall, along with other miscellaneous jobs.
  • New tires on the truck.
  • Casey will bring prices for a salt spreader next month.

  • We have acquired the following properties: Mortenson, Menn, and Montemayer . Still working on Kennedy.
  • We have appraised the lots up town and the Estes house. If we decide to sell them we need to get another appraisal.
  • Becky went to court on the Molden property. Duke made a motion that we do title work on Molden and Rieck. Scott seconded. Motion passed 3-0.
  • The US Rubber Abatement- Becky has looked over the abatement. She thinks the Board would like to make some changes. Becky thinks someone should contact the assessor’s office and find out exactly what the dollar amount will mean on this abatement.

Projects Unlimited is asking for a donation for the Easter Egg Hunt. Duke made a motion to give $500. Scott seconded. Motion passed 3-0.

April 2, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Scott Hivley, and Treasurer Sherri Rainford. Town employees, Casey Ehlinger, and Dustin Gary were also in attendance.

Turning Change into Opportunity

  • Blighted Property Grant- KIRPC is coming on April 15 to talk about the grant.
  • MCO’s report is being made a part of these minutes.
  • Town Wide Clean-up is Saturday, May 4. Sherri has ordered dumpsters.
  • Betty Kessler Park- There will be a celebration of Harriet Webb’s life on May 11, 2019. The fence still needs fixed or replaced.
  • Scott made a motion to purchase a Bobcat. The Conservancy is paying 1/3 and the Sewer is paying 2/3. Bob seconded. Motion passed 2-0. MVH is paying for the street sweeper and the snow pusher and stump grinder.
  • A brick needs replaced at the sewer plant. We also have a quote from Gaskill and Walton for an airline at the sewer plant. Randy is going to get us a few more quotes. Bob also wants the sandbags removed and claps installed.

  • Terry Equipment from Winamac was $5200 for a salt spreader. Scott made a motion to purchase the salt spreader and Bob seconded. Motion passed 2-0.
  • New tiles in Town Hall finished.

  • We own three properties now. Mortenson, Monetmayer, and Menn. Becky is finalizing the Kennedy property.
  • Molden Property- Bob made motion Scott seconded.
  • Michael Rieck- Becky did a title search on the property. There is no recorded mortgage. Becky will start the process for him to clean up the property.

 

 

 

Donation Requests:

The NN Honor Society thanked us for our $200 donation for the Special Olympics.

Scott made a motion to donate $250 to the Wyatt Hoaks Memorial Scholarship Fund. Bob seconded. Motion passed 2-0.

MOROCCO TOWN COUNCIL

January 8, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Scott Hivley, Duke Gagnon and Treasurer Sherri Rainford. Town employees, Casey Ehlinger, and Dustin Gary were also in attendance.

Turning Change into Opportunity

  • Jim and Karen Hough came to the meeting and Sherri read a letter that they had written. Their rental property was broken in to on December 5. Office Dustin Gary retrieved their property. They were very appreciative. The Board thanked Dustin for his hard work. The letter is being mad a part of these minutes. John would like to set up an Economic Development meeting. He also needs a letter of support for the State of Indiana. Duke asked about the smell and the noise. John said that will not be a factor.
  • John K came to the meeting and introduced himself to the Board. He has taken over operations at the US Rubber Company. He is hoping to be fully running by March. He is hoping to employ 20 people. John would like to set up a Morocco Economic Development meeting. He also needs a letter of support for the State of Indiana. Duke asked about the smell and the noise. John said that will not be a factor. The date of the meeting will be on Tuesday at 5:00 at the Government Center.
  • Tim Myers for the Newton County Economic Development attended the meeting. He wanted to talk to the Board about the Historical Roadside Marker that we help purchased. The State of Indiana wants to give our community some advertising on the dedication of the marker. The marker will be placed at the Scott Lucas House. Tim would like to plan something and have a reception at the Scott Lucas House.
  • MCO report- Being made a part of these minutes.
  • Employee Handbook- Duke made a motion to accept the Handbook as submitted. Scott seconded. The Board will meet with the employees and go over the handbook.
  • Community Crossroads Grant- Will be resubmitted this week. We need to encumber the 2018 paving money.
  • The OCRA grant will be decided next Thursday, January 17.
  • KIRPC Board Appointment- Table until next meeting.

  • Duke made a motion to approve the December claims. Scott seconded. Motion passed 3-0.
  • Duke made a motion to approve the minutes from the December meeting. Scott seconded. Motion passed 3-0.

 

Street Department – Casey

  • True green submitted a proposal. Duke is going to get a second bid.
  • We are doing new tiles for the Town Hall ceiling.
  • Finished the picnic tables for Recher Park.
  • Remodeled the shop bathroom.
  • Christmas lights and tree are down. We need larger ornaments.
  • Three quotes for tires for the pick-up truck. The Board approved up to $1200 for new truck tires.

  • We will be moving forward on a default judgment on the Molden House.
  • Tax Certificate Properties- They are moving along. The Kennedy property has some issued with the title work.
