February 4, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Duke Gagnon, Scott Hivley, Treasurer Sherri Rainford, and Town Employee Brian Vanderwall was also in attendance.

 

Turning Change into Opportunity

  • Water Tower Project- We got a check from the County today for $500,000 for the Water Tower. We have executed the contract from KIRPC. We are going to bid the Project as a Part A and a Part B. We only going to advertise for the tank. It will be sent to the paper tomorrow. The bid opening with be on March 5 at 5:00p.m. We will set a Special Meeting on March 17. Sherri will advertise. We will start in June.
  • Blight Project-Shawn also brought the application for the Blight project. Gerry White will be contacting us reguarding a site visit. We can’t move forward until we are awarded the grant.
  • Masonic Lodge- Dan has prepared the resolution for the Mason’s to sign. Then they will be able to execute the warranty deed.
  • CCR- The application was submitted today.
  • Parsons Property- Bob will reach out.
  • Home Lots- The survey has been recorded. The split has been done. Becky has prepared a purchase agreement. We will need to call a special meeting.
  • Town Hall Project- We worked out a deal with Economic Development. They are putting in business offices in the old Town Hall. The Town Board has waived the building permit fees. They started construction this past Monday.
  • We have several options for a Town Hall. Sherri would like to stay at 208 E. State St. Duke would like to move the Town Hall to the old Masonic Lodge. Scott and Bob would like to build a new Town Hall. Bob would like to meet with the County Economic Commission when we have a plan.
  • Up Town Lights- Still going
  • HAM Radio- Has checked with the County on purchasing Peony Patch and they don’t want to give up. They need two acres to put up a building and have fund raisers.
  • MCO report- Is being submitted

 

Clerk Treasurer’s Report

  • Scott made a motion to approve the January claims and Duke seconded. Motion passed 3-0.
  • Scott made a motion to approve the January 2020 minutes. Duke seconded. Motion passed 3-0.

Planning Commission:

Scott Deneau from the Planning Commssion said that there is a contractor in Town that is not getting proper permits or inspection. David Hoaks also said he is not being called for inspections. Scott recommended to the Board that we do not issue anymore permits until the contractors have a sit down with the Board.

 

New Business:

Donation request for the Spartan Babe Ruth for $150. Duke made a motion to give $150 and Scott seconded. Motion passed. 3-0.

MOROCCO TOWN COUNCIL

January 7, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Duke Gagnon, Scott Hivley, Treasurer Sherri Rainford, Dustin Gary and Town Employee Brian Vanderwall was also in attendance.

 

Turning Change into Opportunity

  • Masonic Lodge- Becky is working on title work and will bring back to next meeting for the Board to look over.
  • Water Tower Project- Bob met with Dixson Engineering we are thinking on adding the safety equipment back.
  • Bob made a motion to have KIRPC be our Grant Administrator for the water tower project. Scott seconded. Motion passed 3-0,
  • Uptown light project- Bob met with Tim Plash from Nico. He talked about an uptown lighting project.
  • Blight Grant- We has hired Ken Smith. We will have the appraisals done this month.
  • Tim Myers from Newton County Economic Development presented the Board with a check for the Town Hall and 206 E State St and the 3 lots east of 206.

  • Scott made a motion to approve the December claims and Duke seconded. Motion passed 3-0. Scott made a motion to approve the December, 2019 minutes and the. Duke seconded. Motion passed 3-0.

New Business:

Donation request for the Morocco Preschool $500

Bob made a motion to donate around $600 to the American Legion Bowling Alley. Duke seconded. Motion passed 3-0.

MOROCCO TOWN COUNCIL

December 17, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Duke Gagnon, Scott Hivley, Treasurer Sherri Rainford, Dustin Gary and Town Employee Brian Vanderwall was also in attendance.

 

Turning Change into Opportunity

  • Scott Deneau from the Planning Commission came to the meeting. Scott is recommending that Nikki Kimbrell be Mike Williamson’s replacement on the Planning Commission. Duke made a motion to accept the Planning Commission’s recommendation and Scott second. Motion passed 3-0.
  • Scott Deneau always thanked the Board publicly for taking down the tree by his house.
  • The Tree Lighting went very well. Duke thanked all the people involved with getting the tree here and all the hard work that went into it. It was a great time and the turn out gets bigger and bigger every year.
  • Bob presented the Board the MCO report. Bob talked to the board about several things in the report. One being the collection system. A copy of this report is being made a part of the minutes.
  • Bob attended the County Council meeting on December 13, 2019. He asked for $500,000 for the water tower. The Council voted unanimously to give the Town the $500,000. We should receive this money in January.
  • MCO Contract- Bob made a motion to approve the MCO contract. Duke seconded. Motion passed 3-0. Bob said he would like to investigate other avenues in the future. One of these options is for the Town to have our own certified operator. The MCO contract keeps increasing every year.

Clerk Treasurer’s Report

  • Scott made a motion to approve the November claims and Duke seconded. Motion passed 3-0. Bob asked about a few General Claims that we were presented for approval. One was for the water bills that were paid of me and Melissa. I explained that I take the water bills out of several employees’ checks. Another claim was for the Christmas light reimbursement and mileage. I had to run to several different places to get the same lights that were on the poles. The Board was satisfied with the explanations.
  • Scott made a motion to approve the November 5, 2019 minutes. Duke seconded. Motion passed 3-0.
  • Duke made a motion to accept the 2020 Fire Protection Contract. Scott seconded. Motion passed 3-0.
  • 2020 Salary Ordinance- There were two changes on the Ordinance, One was adding a $50 a day stipend for testing on the weekends. This will be split between water and sewer. Another was a 3% increase in the Clerk Treasurer Salary. Duke made a motion to accept the 2020 Salary Ordinance and Scott seconded. Motion passed 3-0.
  • Sherri gave the Board an amendment to the Salary Ordinance for 2019. This amendment was made because of the Christmas bonuses. Duke made a motion to accept the amendment and Scott seconded. Motion passed 3-0.

 

Town Marshal- Report to be submitted

Town Attorney: (Becky Goddard)

Becky provided the Board with three Blight Resolutions. These are for 309 E. State St, 212 S Polk St, and 303 S. Polk St. We have the title searches back. Now we have to get the properties appraised. Bob made a motion to declare the three properties blighted and for Becky to move forward with the properties. Scott seconded. Motion passed 3-0.

Bob made a motion to quit claim the Town Hall, 206 E State St., and the 3 lots on State St. to the Morocco Economic Development. Duke seconded. Motion passed 3-0.

There will be a special meeting on Friday, December 20 at 3:00p.m. with the Morocco Town Board and the Morocco Economic Development. Sherri will post about the meeting and send an email to the newspaper.

 

New Business:

The Principal at Morocco Elementary asked for a donation to the backpack program. This program gives the kids the option to take home food on the weekends. Scott made a motion to donate $200 for the program and Duke seconded. Motion passed 3-0.

Bob made a motion to donate around $600 to the American Legion Bowling Alley. Duke seconded. Motion passed 3-0.

MOROCCO TOWN COUNCIL

November 5, 2019

Duke Gagnon opened the meeting at 7:00 P.M.  Board Members present were Scott Hivley, Treasurer Sherri Rainford, Dustin Gary and Town Employee Brian Vanderwall was also in attendance.

 

Turning Change into Opportunity

  • Duke opened the meeting with a Public Hearing .This hearing is for the Blight Clearance Grant. This grant will help the demolition of three properties in Town. The proposal will be submitted in January. We will have to have another Public Hearing before we submit the Grant. Duke asked for any public expression. Vicki Carlson asked what exactly the Grant was. Edwin explained the grant and the process. Edwin said we will have to declare each property blighted. He handed out a form that OCRA requires. Becky is familiar with what is needed. Engineers have until November 25, 2019 to send in proposals.
  • The family of Larry Bingham sent the Board a thank you note for the $1,000 donation to the American Legion in Larry’s memory from the Town.
  • Duke made a motion to accept Mike Williamson’s resignation letter for the Planning Commission. Scott seconded. Motion passed 2-0.
  • Tree Lighting will be on Saturday, November 30, 2019. The Morocco Grade School kids will come up on Tuesday, November 26, 2019 to put ornaments on the tree.
  • Aaron presented the Board with the MCO report.

  • Dustin has been working on the fire investigation of the old Mexican restaurant.

Town Attorney: (Becky Goddard)

Once the judge signs off on 206 E. State St., and 311 N. Lincoln St. they will be the Town’s.

 

New Business:

The new pastor of the River Church, Jason Cowan came and said thank you for the donation that we gave last month for the Fall Festival.

Nikki Kimbrell came and explained all the Christmas Plans for the Tree Lighting. There are many fun activities planned. The Board is excited and glad that Nikki is coming up with all these fun ideas.

The amateur radio guys attended the meeting. They have a petition that people signed to have the Town give the Hamm radio organization some land that the Town owns behind the Lion’s Club approximately 2 acres. Scott made a motion to table the request and Duke seconded. Motion passed 2-0.

Donation request:

Dustin presented the Board with a donation request for Shop with a Cop. Scott made a motion to give $500 for Shop with a Cop. Duke seconded. Motion passed 2-0.

We will be setting a special meeting for Economic Development on Tuesday, October 8 at 7:00p.m.

MOROCCO TOWN COUNCIL

October 1, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Scott Hivley, Duke Gagnon and Treasurer Sherri Rainford, Dustin Gary and new Town Employee Brian Vanderwall was also in attendance.

 

Turning Change into Opportunity

  • Bob has been meeting with Jackie Spooner. She is doing a documentary on the similarity and differences between Morocco country and our Town of Morocco. She has interviewed several Morocco residents. This winter we are hoping to all get together and have a Moroccan feast.
  • Jim Hough was hired to remove two houses in town. He is almost done. It is filled and grated. He will grate it and seed it. Brian will get the seed that is needed. All foundation is removed. Sherri will pay Jim when completed.
  • Paving is going well. They should have one more day to be completed. A new grant opens in January 2020.
  • Follow up to Water Tower Grant. We did not get the grant for the second time. We are not going to reapply because we are going to apply for the blight grant. This grant is for purchasing a blighted property, tearing it down, and then reseeding it. It has to be kept in that condition for five years. Things there are lots of things that have to be done. The local match is 10%. There are three properties in town that we want to go after. Becky is going to take the lead for the town on this. Shaun Wynn spoke on the Old Hotel. He has purchased the house next door. Shaun said that he has killed rodents, and it is just an eye sore. He would town to take action on the property as soon as possible.
  • Dan and Bill Blaney attended the meeting. They have been working with Becky on donating the Lion’s Club to the Town. Becky and Dan will talk more.
  • Crystal Galvan attended the meeting. She does not want to renew her lease. She would like to move out on November 1, 2019. She has purchased another building on State St.

  • Bob made a motion to approve the September 3, 2019 minutes. Scott seconded. Motion passed 3-0.
  • Sherri asked for the 2020 Conservancy and Town Budget adoption. Duke makes a motion to adopt the Budgets and Scott seconded. Motion passed 3-0.
  • Trick or Treat hours will be on Thursday, October 31 for 5-7p.m.

We are going to have to adopt a Conflict Waiver. Scott made a motion to adopt the waiver and Duke seconded. Motion passed 3-0.

Bob asked how we go about selling some empty town lots. We want to sell these as the Morocco Economic Development Board. We will give Becky the list to be transferred and she will get back to the board.

Becky sent a letter to 705 E. State St. The property needs mowed and brought up to code.

Street Superintendent Report

  • Paving going as expected

New Business:

Donation request: The River Church. They are having a Fall Fest on October 19, 2019. They are asking for a $500 donation. Duke made a motion to donate and Scott seconded. Motion passed 3-0.

We will be setting a special meeting for Economic Development on Tuesday, October 8 at 7:00p.m.

Scott Deneau has an Elm tree in his front yard that he would like taken down. Bob said if we can get more money in the tree budget his tree will be one that is looked at.
