MINUTES OF THE MOROCCO CONSERVANCY DISTRICT

February 5, 2019

Attendance- Bob Gonczy, Duke Gagnon, Scott Hivley, Casey Ehlinger, and Bill Smart were in attendance.  Conservancy Attorney Dan Blaney was also in attendance.

Approval of the Minutes: Bob made to approve the January minutes. Duke seconded. Motion passed 4-0.

 

Treasurers Report: The balance in the checking account as of 01/31/2019 is $67,020.83.

Claims:  No Claims

 

New Business:

Bob made a motion that the Conservancy will pay for the appraisal for the property located at 275 W and then will deed the property to the Town. Scott seconded. Motion passed 4-0.

Bob made a motion to dig on Washington and Clay in June and vac and jet. Casey will take the lead on this project. Duke seconded. Motion passed 4-0.

Dale Wynn is having draining issues at his business on Polk St. He is asking the Board if he can tie into our tile. Bob will go and talk to Dale to see exactly he wants to do and report back to the Board.

MOROCCO TOWN COUNCIL

February 5, 2019

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Scott Hivley, Duke Gagnon and Treasurer Sherri Rainford. Town employees, Casey Ehlinger, and Dustin Gary were also in attendance.

Turning Change into Opportunity

  • MCO report is being made a part of these minutes. MCO is recommending that we replace some lift stations or rebuild them. Scott is going to get with Aaron and get more information before proceeding.
  • We had an Economic Development meeting with the US Rubber Company. They are asking for tax abatement. The Board wants to see a business plan with and an appraisal of the equipment. Bob referred them to our attorney.
  • Community Crossroad Grant has been resubmitted.
  • Wastewater Grant review is this Thursday with Gerry White and Edwin Buswell.
  • Jumpy Mans wanted to discharge a compound in the sewer system. IDEM does not think this is a good idea. The Board will draft a letter and get it to Rick Lindlow.
  • Work One approached the Town about letting a young man work for the Town. This is at no cost to the Town. We will have him do odd jobs around Town. Duke and Sherri will get together and give him a formal interview.
  • Bob met with Michael Pilch from Nipsco on some street lights. This would improve our lights on State St from Lincoln to Clay. He is going to come up with a plan and get back to us.

Clerk Treasurer: (Sherri Rainford)

  • Duke made a motion to approve the January claims. Scott seconded. Motion passed 3-0. Duke made a motion to approve the minutes from the January meeting. Scott seconded. Motion passed 3-0.
  • Sherri asked Becky and the Board if we wanted to go away from the Town Convention at Election time or go to the County’s election timeline. Duke made a motion to table the discussion and Scott seconded. Motion passed 3-0.
  • Duke made a motion to accept the January minutes and Scott seconded. Motion passed 3-0.

 

Street Department – Casey

  • Lots of snow removal.
  • Ordered 4 new tires for truck
  • Prices on new salt spreader

Town Marshal- Report to be submitted.

  • Report submitted

 

Town Attorney: (Becky Goddard)

  • Sherri needs to sign an affidavit of nonmilitary on the Molden Property.
  • Still working on getting the Old Hotel.
  • We will be filing with the court and asking for the deeds for the Menn, Mortenson, and Montemayer properties.
  • When Becky started we talked about the nuisance properties in Town, Becky would like for us to gather a list of homes that we would like to have cleaned up.

 

 

 

 

Donation Requests:

Mrs. Sherri Cripe, Principal at Morocco Elementary School attended the meeting. She is asking for a donation for the North Newton 6th grade trip to Camp Tecumseh. She is asking for a donation of $1,000. Bob Gonczy attended the trip a few years ago and really enjoyed it. Duke made a motion to donate $1000. Scott seconded. Motion passed 3-0.

Morocco Youth Bowlers are asking for a donation for state for $684 paid directly to the State. Duke made a motion to donate $684 and Scott second. Motion passed 3-0.

Spartan Babe Ruth asked for a donation of $150. Scott made a motion to donate and Duke seconded. Motion passed 3-0.

North Newton track asked for a donation of $663.19 for T-shirts. Duke made a motion to donate and Scott second. Motion passed 3-0.

MOROCCO TOWN COUNCIL

September 4, 2018

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Duke Gagnon, and Clerk Treasurer Sherri Rainford. Town employees, Melissa Pass, and Dustin Gary were also in attendance. Also in coming Town Board Member Scott Hivley was in attendance.

Turning Change into Opportunity

  • Bob opened the meeting with a public hearing at 7:00p.m. for our OCRA Water/Wastewater Grant. Edwin Buswell, from KIRPC attended the meeting. This grant is for a 400,000 grant with a local match of $100,000. Proposal goes in on October 5, 2018. This is the first of two public hearings. We are going to go in and clean the interior and paint the exterior if we are awarded the grant.  Utility Board President, Steve Howell, is concerned about the rust on the tank. It seems to get worse every 6 months. Duke made a motion to close the Public Hearing at 7:15p.m.
  • Community Cross Roads Grant- Duke made a motion to pay the invoice of $1500 pending that we get the final draft is competed. Bob seconded. Motion passed 2-0.
  • Employee Handbook is 90% done. He would like to sit down with the Board and get it completed.
  • MCO report is being made a part of these minutes.
  • NN versus KV at Morocco gym on December 15, 2018. They would like a donation of $500. Duke made a motion to donate and Bob second.
  • Tree dedication for Mark Davis and Harriet Webb will be soon.
  • The side walk across from the post office will be replaced and a flower planter will be installed.
  • Sherri will encumber the money for paving for 2018 to be used for the CCR grant in 2019.

 

Clerk Treasurer: (Sherri Rainford)

  • Duke made a motion to approve the August claims. Bob seconded. Motion passed 2-0.
  • Duke made a motion to approve the minutes from the August meeting. Bob seconded. Motion passed 2-0.
  • Sherri is working on the 2019 Salary Ordinance.
  • A public Hearing was opened at 7:20p.m. on the 2019 Budget. There was no public comment. Public hearing was closed at 7:25p.m. The adoption of the 2019 budget will be adopted at the October 2, 2018 meeting.

Duke made a motion to acquire a quit claim deed for 206 and 208 E. State St. Bob seconded. Motion passed 2-0.

New Business:

William Oliver on State St. attended the meeting.  They had questions on driving a gator in town. Becky brought some information on golf carts and off road vehicles. Becky brought the State statutes to the meeting with other Town’s Ordinance examples. Bob asked that we sit down with Dustin and come up with a compromise.

Approval of the Minutes: Duke made a motion to approve the minutes from the 8-15-18 Board Meeting. Bob seconded. Motion passed.

Treasurers Report: The balance in the checking account as of 8/31/18 is $65,757.00 Claims:  Bob made a motion to pay the claims. Duke seconded. Motion passed.

New Business:

Bob made a motion to pave all Conservancy cuts by Town and Paving for $11,513.75. Bill seconded. Motion passed.

Moving forward we will be taking responsibility for landscaping future Conservancy projects.

MOROCCO TOWN COUNCIL

August 15, 2018

Bob Gonczy opened the meeting at 7:00 P.M.  Board Members present were Rick McCann Duke Gagnon, Clerk Treasurer Sherri Rainford. Town employees, Casey Ehlinger , Melissa Pass, and Dustin Gary were also in attendance. Also in coming Town Board Member Scott Hivley was in attendance.

Turning Change into Opportunity

  • MCO Report- A copy of the report is being made a part of these minutes.
  • Town of Morocco held its Convention last night. All six candidates were very positive. Rick has chosen not to run. Scott Hively will be our new Board member on 1/1/19. The Board thanked Melissa for all her hard work on the Convention.
  • Today we planted a tree in Kessler Park in memory of Harriet Hively Webb. The family will let us know when they would like a dedication.
  • Community Crossroads Grant- It is for the 2019 paving Budget. Rick feels like we just do patch work for now. Then encumber our 2018 paving to be used for 2019 grant match. We can do much more paving that way.
  • Bob attended a KIRPC executive meeting. We have submitted a proposal for a grant that would repair and paint the water tower. A copy of Bob’s letter that was sent to KIRPC is being made a part of these minutes. A public hearing for this grant is being held at the September 4, 2018 Board Meeting. This grant requires a 20% local match, which we have in the water town repair fund.
  • Bob and Sherri will go through the employee handbook and then sit down with employees for a review.
  • Duke made a motion for Rick to approve a high service pump up to $10,000. Bob seconded. Motion passed 3-0.

Clerk Treasurer: (Sherri Rainford)

  • Rick made a motion to approve the July claims. Duke seconded. Motion passed 3-0.
  • Rick made a motion to approve the minutes from the July meeting. Duke seconded. Motion passed 3-0.
  • We will have a public hearing for both Conservancy and Town Board 2019 Budget at the September 2019 meeting.

 

Street Department.-

  • Cold Patching on Atkinson.
  • Painting meter lids for easy access.
  • Awaiting maps form MCO for exercising valves.
  • Water leak at Mrs. Janet Storey. We think it is the copper line. We will be digging.

 

 

Town Marshal

  • Report to be submitted.
  • There was a theft at the Morocco Car Wash.

Town Attorney: (Becky Goddard)

  • Becky presented me a bill from the Newton County Title Company for the title services that were performed for the houses that the Town wants to acquire.
  • Becky asked for an update on the Walter’s house. Dustin said that they are working on the house. There was a fire in June.
