Bob Gonczy opened the meeting at 7:00 P.M. Board Members present are Duke Gagnon and Rick McCann. Clerk Treasurer Sherri Rainford was also present.

MCO Report
Randy introduced Arron Flowers. He is the person that will be running our water and sewer plants. Randy gave the Board a report. A copy of this report will be submitted as part of the minutes.

Duke made a motion to approve the claims. Rick seconded. Motion passed 3-0
Duke made a motion to approve the minutes from the October meeting. Rick seconded. Motion passed 3-0.
Sherri passed out the awning proposal. Duke and Sherri will follow up. Duke has some questions about the proposal.

Planning Commission (Steve Darabaris)
1. William Buchanan house located on State St- Someone reported that there is mold in the house. The Planning Commission wanted Sherri to send a letter. Our attorney thinks the best avenue is to contact the Board of Health.
2. The Charlie Kennedy house- Can we start condemnation process? Bob will check and see who owns the house and report back to the Planning Commission.

New Business
The Witvoet’s attended the meeting. They own the trailer park on Grove St. They would like to rezone the trailer park. They would like to rezone it to residential. The need to petition the Planning Commission for a zoning change. They will attend the December Planning Commission meeting.
Donation Request from the River Church. They would like a donation for their youth activities and for fruit baskets for Christmas. Bob made a motion to donate $300. Rick seconded. Motion passed 3-0.
William Scheidt attended the meeting with concerns at the Town Park. He said kids are vandalizing things at the park. Dustin will look into purchasing trail cameras for the Betty Kessler Park and Recher Park.
Rick would like to revisit the pig ordinance. Rick would like Jacob to look into possibly putting clarity into what we currently have and possibly change things. Like so many feet from a water and sewer line. We need to have clearer defined boundaries.
Bob received a letter from Republic. They are closing in December. It will affect about 70 jobs.
The Newton County Economic Development wants to put up a sign. Someone from the board will give the ok where to put it.
